What an OCN / TCN is

An Other Country National (OCN), still often called a Third Country National (TCN), is hired outside the United States and assigned to work in a country that is not their own. Example: a Philippine citizen assigned to a site in Iraq.

On OCONUS contracts, that labor is often what makes a bid price. Turnbull sources the people, screens them, and puts them on a U.S. invoice. Prime or sub.
