Performance approach
Turnbull Services performs U.S. Government and U.S. Military construction as a prime contractor or as a subcontractor. Turnbull is a certified SDVOSB. We provide program management, quality control, and construction oversight. We are not a bonded general contractor. We do not self-perform the trade work.
Architecture, engineering, and licensed construction are subcontracted to firms in our existing network in the United States, Romania, and Ukraine. Subcontractor selection is made for the requirement, the site, and the applicable permit regime. Named subcontractors are provided with the proposal, not on this website. Contract performance remains Turnbull’s responsibility.
Execution
1. Requirement and site
Place of performance is the United States, Romania, or Ukraine. If a Ukraine requirement should be staged from Romania for the first phase, that is stated in the approach. Turnbull already maintains an SRL in Romania and a TOB in Ukraine. European headquarters is in Constanța, adjacent to Mihail Kogălniceanu Air Base.
2. Design
Design is performed by architecture and engineering firms in the country of performance, selected from our network. Drawings and specifications are produced to the applicable code. Field work does not proceed from a U.S.-only sketch.
3. Construction
Licensed local construction firms perform the work under the design documents and the local permit regime. Firms are selected from our network for that location. They are not listed on this page.
4. Oversight and turnover
Turnbull provides program management, inspection, and contract reporting. Quality control stays on Turnbull’s side of the contract. After turnover, the same company can perform security, logistics, housing, language support, and base operations support if those services are in scope.
Scope
Vertical construction under NAICS 236220 and 236210: government complexes, military installations, construction camps, communications and power facilities, hospitals, warehouses, shops, and industrial buildings. Civil work under NAICS 237110 and 237310 is performed when required to support the facility: water and sewer, streets, and bridges. Design-build or turnkey delivery can be structured through subcontractors. Turnbull’s role on those vehicles remains program management and construction oversight, not bonded general contracting.
Installations and government facilities
Military bases, camps, and government complexes, including work in the MKAB area and at other Romanian and Ukrainian sites.
Industrial facilities
Shops, warehouses, and production buildings, including plant stand-up outside Ukraine when that is the requirement.
Site civil
Water, sewer, and road or bridge work as required to support the facility. This is not offered as a standalone highway program.
Place of performance
United States. Romania (EU): European headquarters in Constanța near Mihail Kogălniceanu Air Base; operations elsewhere in Romania as required, including Câmpia Turzii. Ukraine: offices in Kyiv and Odesa. Romania is used as the EU staging location when a Ukraine requirement should start there. Entity and market-entry detail is on the Romania and Ukraine page.
Licensed local construction and Turnbull oversight are the quality and safety method. Turnbull remains on the reporting chain to the KO or COR.
