Turnbull Services provides business and management consulting to U.S. Government, defense, and commercial clients. The firm was founded by a retired U.S. Army officer with more than 30 years of experience, including eight years at the Pentagon in intelligence, security, and strategic planning. That is the planning culture. The operating culture is Constanța, Odesa, and Kyiv.
Most regional advisors stop at a briefing. We do not. Turnbull is already incorporated as an SRL in Romania and a TOB in Ukraine, with European headquarters next to Mihail Kogălniceanu Air Base and offices in Odesa and Kyiv. When the plan is sound, the same company can team, hire, house, secure, move cargo, and stand up base support.

Due diligence
Local partner and supplier vetting, site and labor risk, security picture, and political reality. We have been in every major city in Romania, and on the ground at Câmpia Turzii (Air Base 71), the expanding NATO air hub in the center of the country. In Ukraine we have sat in the rooms in Kharkiv, Dnipro, Odesa, and Kyiv. That is not a desktop review.
Program management
English-language PMO, reporting a U.S. contracting officer will recognize, and people who can get on an aircraft to the site. Pentagon planning background, plus local companies that already hold the licenses to perform.
Stand-up
Entity, bank, labor, housing, communications, and security so the first week is not wasted on registrations. Then BOS, logistics, language, or construction if the mission stays. Base operations, security, and language are delivery arms, not separate theories.

After the strategy session we can still be the company that moves project cargo, guards the compound, staffs linguists, and runs dining and HVAC. Competitors who only sell intelligence still need someone like us on Monday morning.
