Turnkey operations and maintenance, on the ground
Turnbull Services provides base operations and maintenance in both low and high threat environments, backed by secure supply chain logistics and in-country partners. We have the relationships, local hiring programs, and operating companies to manage facilities in existing and emerging theaters, for U.S. Government, coalition, and host nation customers.
This is not a remote advisory line. European headquarters sits in Constanța, next to Mihail Kogălniceanu Air Base, inside the EU and Schengen. We operate in Ukraine through offices in Odesa and Kyiv. Through Romanian and Ukrainian partners we can stand up BOS as the mission requires: facilities, life support, communications, security, and design.
U.S. bases and embassies across Europe
From Constanța and the MKAB corridor, inside the EU and Schengen, Turnbull can support any U.S. base or U.S. embassy in Europe. Romania is not only our headquarters. It is a legal, logistics, and labor platform: EU company law, Schengen movement of people and equipment, and a Black Sea port that already feeds our supply chain. Whether the requirement is an air base, a training site, or a diplomatic compound, we contract as a U.S. SDVOSB and execute with Romanian and regional partners who already operate under EU rules. Ukraine remains a separate, on-the-ground mission through Odesa and Kyiv. Europe-wide embassy and base support runs from the Romanian platform.
What we operate and maintain
Integrated facility management: keep the installation running, keep people housed and fed, keep vehicles moving, and keep the site secure.
Facilities O&M
Preventive and corrective maintenance for buildings and utilities. HVAC, electrical and mechanical systems, plumbing, fire protection, and grounds so the installation stays mission ready.
Life support
Operate and maintain dining facilities, gyms, libraries, and laundry. CHU maintenance, cleaning, refuse and sewage removal, and the daily services that keep personnel on station.
Vehicles and equipment
Vehicle and equipment leasing, washrack services, and the maintenance support that keeps a fleet available instead of parked for parts.
Communications
Satellite and terrestrial internet and voice so base personnel stay connected. Arranged by technical specialists, sized to the site, without treating the network as an afterthought.
Supply and logistics
Procurement, warehousing, and distribution tied to the same multimodal network we already run through Constanța and Ukrainian ports. Spare parts and consumables that arrive before they become a downing discrepancy.
Grounds and site services
Grounds and garden maintenance, snow and debris as required, and the unglamorous work that keeps a compound looking and functioning like a professional installation.
Security on the installation
Physical security is part of BOS, not a separate afterthought. Licensed operators in Romania and Ukraine, contracted through Turnbull.

Alarm response, 24/7 CCTV, on-site guarding, and close protection across Ukraine. More than 2,500 personnel, 566 patrols, and a 6 minute average arrival. The national security backbone for sites and people.
Architecture and design
When the requirement is a new facility, a CHU layout, or a renovation that has to match host-nation code, we bring design onto the same contract as operations.

Architecture, design, and advanced detailing for base buildings, housing, and support structures. Shop drawings and coordination that let construction and O&M teams work from the same set. How we staff it
Romania, EU and Schengen
Constanța headquarters, MKAB corridor, and a licensed Romanian partner network. EU labor, VAT, and customs rules we already navigate. Suitable as the rear area for Ukraine missions as well as a standalone Romanian installation.
Ukraine
Odesa and Kyiv offices, wartime movement experience, and local operators for facilities, security, and life support. We do not treat Ukraine as a slide in a regional briefing.
Local national hiring
Foreign national hiring programs and TCN/OCN pipelines so the workforce matches the theater: host nation labor where it is the right answer, U.S. or third country staff where the contract requires it.
